From September 15th to 17th, 2025,
President Medesedes Delgado Fernandez, First Vice President Ana and Director of
the Information Department Jose of the Higher School of State and Government
Cadres (ESCEG) visited Hebei International Studies University (HISU) to conduct
in-depth exchanges and cooperation on the empowerment of artificial
intelligence in school management, research, education and teaching, etc. The
delegates were warmly received by Academician Sun Jianzhong, Chairman and
President of the HISU. Yang Zhen, the assistant to the president in charge of
foreign affairs and vice president, accompanied them throughout the visit.
At the symposium, the relevant responsible persons of HISU from the Smart Campus Technology Group, the Academic Affairs Office, the Scientific Research Office, the Quality Inspection Office, and the Continuing Education College respectively introduced the progress in the construction of big data for smart campuses, the application of blockchain technology, the establishment of intelligent platforms, the practical exploration of DeepSeek in course development and scientific research assistance, the integrated application of artificial intelligence technology, algorithm optimization and innovation, the expansion of computing power resources and the construction of computing material systems, as well as the application of various robots in educational and teaching management scenarios. The dual-screen smart blackboard empowers teaching. Smart meeting rooms, smart classrooms, intelligent and modern professional training rooms, etc., are all helping to save time, effort, energy and efficiency in all aspects of school work and study.
President Medesides stated that the campus of HISU is brimming
with intelligence everywhere. It is a university with innovation and has close
exchanges with the world.

A delegation from the ESCEG visited the
modern teaching facilities of HISU, including professional training rooms, the
history library, the management and decision-making cabin, the smart brain
centre, and the big data center, as well as the construction of a smart campus.
They also observed the military training for freshmen. President Medesides
highly praised the innovative educational model and intelligent governance
achievements of HISU. She said that it has empowered education with advanced
technology and cultivated a large number of outstanding talents for society.
Its success is a manifestation of the superiority of the socialist system with
Chinese characteristics. “Since the systematic studying of Xi Jinping Thought
on Socialism with Chinese Characteristics for a New Era in 2014, I have deeply
felt the strategic vision and people-oriented sentiment of China's development.”
She expressed that the innovative spirit and educational achievements of HISU
are truly astonishing and is willing to join hands with President Sun's team to
jointly explore innovative paths in the field of smart governance, contribute
to the cooperation between the two universities and the construction of a
community with a shared future for mankind, and provide a "China-Cuba
solution" for global smart governance in education.

During the visit, Academician Sun Jianzhong
and President Medesides officially signed the Cooperation Agreement between
HISU and the ESCEG. Both parties have agreed to carry out in-depth
cooperation in areas such as smart governance, talent cultivation, and
scientific research innovation. Through forms such as resource sharing, mutual
visits of teachers and students, and joint research projects, they aim to
promote the internationalization process of education in both schools.
President Sun said, "This cooperation is a concrete practice of the two
universities in serving the Belt and Road Initiative and building a community
with a shared future for mankind, which will inject new impetus into
educational exchanges between China and Cuba."
At the signing ceremony, Professor Xi Wei,
the vice chairman and executive president of HISU, read out the Decision of
the Board of Directors of HISU on Appointing Medesides Delgado as a
Distinguished Professor. Academician Sun Jianzhong presented the
"Distinguished Professor of HISU, China" trophy and appointment
letter to President Medesides.
President Medesides said emotionally in her
speech, "On September 3rd, China held a military parade to commemorate the
80th anniversary of the victory of the Chinese People's War of Resistance
against Japanese Aggression and the World Anti-Fascist War. It also coincided
with the approaching 65th anniversary of the establishment of diplomatic
relations between China and Cuba. At such a special moment, receiving this
honor, I deeply feel the profound significance of the cooperation between the
two schools and it is a vivid manifestation of international educational
cooperation between China and Cuba."
This visit marks a new stage in the cooperation between HISU and the ESCEG. Both sides will take this signing as an opportunity to deepen practical cooperation in the field of educational technology and contribute wisdom and strength to building a China-Cuba community with a shared future.
